Since the receiver height and the base plate height of the vehicle is the same, you won't need to worry about keeping the tow bar level.
If your bike rack has an angled shank with a couple inches of rise to it, you could use the # RM-077-6. I have a solution for you, and there are some brake controllers available that can be used with a plug and play wiring harness to ease installation; however the Hayes Energize III # HA81742B is not one of those controllers and it would need to be hard wired into the vehicle no matter what. If you want to go that route you can use the # HA81789-HBC to plug into the Energize III and gives you the pigtail wiring needed to hardwire.
